Singleton token that can be exchanged for the Dfll

As explained in the clock module documentation, instances of various Token types represent disabled clocks and can be exchanged for actual clock types. However, unlike most other clocks in the module, the Dfll is Enabled at power-on reset. Thus, users will never deal with the DfllToken unless they first disable the EnabledDfll.
