Singleton token that can be exchanged for Xosc32kCfd

As explained in the module-level documentation, clock failure detection can be used even after the XOSC32K register has been write locked. For that reason, users control clock failure detection through the dedicated Xosc32kCfd type.

Clock failure detection is disabled at power-on reset. To use it, you must first enable it by exchanging the token with Xosc32kCfd::enable.
